Abstract
For this report we address five
(5) agencies and two (2) individuals.
Back in June of 2012 while attending an Orange County Health Care Agency
(OCHCA) Data Outcomes Advisory (DOA) meeting we were provided an assessment
created by Resource Development Associates (RDA) for measuring a partnership
relationship. There are three parts to
the Resource Development Associates (RDA) partnership assessment tool. Using Mentalation Solutions Group’s
adaptation of the RDA tool we scored three agencies. The context for our data capture is
housing. The time frame for our data
capture is the first six months of 2019.
The scores are at an agency level.
The three agencies are: The Orange County Health Care Agency (OCHCA),
Brand New Day (BND) and The Kline Coalition (TKC). The three parts evaluated are the Overall
Partnership Score (OPS), Leadership in a Partnership Score (LPS), and
Satisfaction with Partnership Score (SPS).
The OCHCA score the best earning 4.4, 4.4, and 3.8 Star Equivalents
respectively. We calculated a summary
score that we label Health & Human Services Partner Value in a context of
Housing. Overall OCHCA earned 82.8%, BND
earned 56.3%, and TKC earned 73.4. We
set the cutoff to “Kill a Partnership” at 70.0%. For Buster we intend to feed the OCHCA and
TKC partnerships. What little value that
BND had for Buster about housing is now a “Lost Resource”.

Introduction
Resource Development Associates
Based on MSG’s observations the
Orange County Health Care Agency (OCHCA) has contracted with Resource
Development Associates (RDA) on many an occasion. Back in 2012 the OCHCA was delivered from RDA
an assessment tool to rate OCHCA partnership relations. The tool was presented at an OCHCA Data
Outcome Advisory Committee (DOAC) meeting.
The details that RDA provides about their instrument are as follows: “Partnership
Self-Assessment Tool (RDA, June 25, 2012) - Report of Findings for OCHCA PEI:
Outreach & Engagement Evaluation Cluster - Prepared by: Resource
Development Associates”. It was/is
designed to capture the partnership experience between the OCHCA and its’
contractors (partners). RDA’s assessment
tool does not appear to be available online.

Prior Applications
We here at Mentalation Solution
Group (MSG) applied our adapted version of the RDA tool back in August of
2016. We used it on the individual level
to grade one of our partnerships. We
used this as well as other determinations for deciding whether to “Kill a
Partnership”. We include the link to our
report about this deficient partnership.

Resource Development Associates instrument in the hardcopy form. For us to make use of a hardcopy assessment
we need to transform it. About the RDA
assessment, MSG’s version is our MSG-RDA-16 Item derivation. Overall the adapted RDA tool yields a Health
& Human Services Partnership Value (HHS-PV).
